If it's not connecting right. Make sure that the power/whatever is turned on. Look at the router and make sure it's not the router having the problem. Sometimes you should just restart it and that fixes the proglem. Make sure it's not your internet service provider. If you're talking about a "network" meaning other computer are connected and working but that one computer isn't, try the "troubleshooting" program that should turn on once you have a webpage that can't connect (diagnostic program built into windows/macs). That sometimes tells you what could be the problem.
Since I know nothing about networks and just my home network. Sometimes viruses have made it so I couldn't connect to the internet (I know I should be able to connect but the website kept acting like it was disconnected from the internet)
